The Department of Citywide Administrative Services' (DCAS), Human Capital (HC) Line of Service seeks to appoint a Computer Specialist (Software) candidate to work in the HC Bureau of NYCAPS Central (NCC). NYCAPS Central (NCC) is a human resources service center that oversees the expansion and maintenance of NYCAPS, a centralized state-of-the-art automated personnel system for human resources professionals, managers and employees to access and manage personnel and benefits information. NCC supports approximately 96,000 NYC employees with all their health benefits needs; oversees the implementation of civil service and human resources related transactions for over 300,000 employees citywide; and manages Employee Self-Service (ESS), an online tool that provides NYC employees with easy access to human resources, payroll, tax, City job applications and benefits information.
HRIS is a highly technical and analytical unit that manages NYCAPS system errors and functionality development as well as many demands on areas of Human Resources, eHire, Workflow, Benefits Administration, Training Admin, ePerformance, reference table configuration, Auto-Step Process, ESS, Reports, Queries and other functionality deployed in NYCAPS. The position of Computer Specialist (Software) in the HRIS unit is critical, as HRIS is the "Tier 3" escalation group at NYCAPS Central for all NYCAPS system issues; system defects must be analyzed and documented before escalation to the FISA IT group. The HRIS group supports deployments of new functionality in NYCAPS by gaining technical knowledge that functional users do not have. This group also supports requests for complex reports and metrics from City Hall, oversight agencies and other City agencies.
NYCAPS Central is seeking a HRIS Analyst to perform the following duties and responsibilities:

Analyze new projects / system enhancements, perform fit / gap analyses and write business requirements.

Perform user acceptance testing for system fixes and enhancements.

Create user acceptance testing test scripts for system fixes and enhancements.

Troubleshoot and analyze issues to determine if they require escalation to applicable technical team.

Liaise with technical partners on system defects, enhancements, requirements, and solutions .

Assist the Change Management team with communicating system enhancements to agencies.

Perform query writing to support the report demands of NCC, DCAS executive management, and agencies.

Ensure integrity of employee data by performing data analysis and providing comprehensive reports to management.

Extract data from NYCAPS using the PeopleSoft Query tool.

Manage several tasks simultaneously, effectively handle competing priorities. Escalate to supervisor if deliverables cannot be met.

Establish and maintain cooperative relationships with other team members, and oversight agency management / staff in order to gather and share information regarding requirements, successfully complete service requests, and disseminate information.

Track case assignments via NYCAPS Customer Relationship Management system

COMPUTER SPECIALIST (SOFTWARE) - 13632
Qualifications
(1) A baccalaureate degree from an accredited college, including or supplemented by twenty-four (24) semester credits in computer science or a related computer field and two (2) years of satisfactory full-time software experience in designing, programming, debugging, maintaining, implementing, and enhancing computer software applications, systems programming, systems analysis and design, data communication software, or database design and programming, including one year in a project leader capacity or as a major contributor on a complex project; or
(2) A four-year high school diploma or its educational equivalent and six (6) years of full-time satisfactory software experience as described in “1" above, including one year in a project leader capacity or as a major contributor on a complex project; or
(3) A satisfactory combination of education and experience that is equivalent to (1) or (2) above. College education may be substituted for up to two years of the required experience in (2) above on the basis that sixty (60) semester credits from an accredited college is equated to one year of experience. A masters degree in computer science or a related computer field may be substituted for one year of the required experience in (1) or (2) above. However, all candidates must have a four year high school diploma or its educational equivalent, plus at least one (1) year of satisfactory full-time software experience in a project leader capacity or as a major contributor on a complex project.
NOTE: In order to have your experience accepted as Project Leader or Major Contributor experience, you must explain in detail how your experience qualifies you as a project leader or as a major contributor. Experience in computer operations, technical support, quality assurance (QA), hardware installation, help desk, or as an end user will not be accepted for meeting the minimum qualification
requirements.
Special Note
To be eligible for placement in Assignment Level IV, in addition to the Qualification Requirements stated above, individuals must have one year of satisfactory experience in a project leader capacity or as a major contributor on a complex project in data administration, database management systems, operating systems, data communications systems, capacity planning, and/or on-line applications programming.
