SUMMARY OF POSITION:
This position researches, analyzes, advises, develops, communicates, and administers the employee benefits and leave programs for the Chester County Intermediate Unit. The Benefits/HRIS Analyst ensures compliance with federal legislation including FMLA, worker's compensation and HIPAA. This position develops efficient systems, policies, and procedures within area of responsibility. This position also serves as a technical point of contact for HR and assists with ensuring data integrity, testing of system changes, report writing, and analyzing data flows for process improvement opportunities. The incumbent will support HR system upgrades, patches, testing, and other technical projects as assigned. Professional interaction with staff, administrators, and the public is essential. The incumbent must be able to work independently and in a self-directed manner.
DIMENSIONS AND ORGANIZATIONAL RELATIONSHIPS:
This is a central office position reporting to the Assistant Director of Human Resources. The Benefits/HRIS Analyst is a member of the project staff and works closely with the Benefits Specialist and other members of the human resources division.
ESSENTIAL JOB RESPONSIBILITIES:
- Manage and administer the CCIU's multiple benefits programs to include medical, prescription, dental, vision, Section 125 plan, Health Savings accounts, Flexible Spending Accounts, group life, optional life, long-term disability, and employee assistance program.
- Monitor and manage all leave of absence requests to include eligibility, notification, record keeping, and benefits invoicing and ensuring compliance with FMLA and worker's compensation legislation.
- Develop systems to effectively administer benefits programs to include Open Enrollment and disenrollment, assignment and collection of employee contributions, and the reconciliation of monthly insurance invoices to ensure accurate plan participation.
- Prepare presentations, staff development programs, and communication pieces (brochures, newsletters, Internet material, etc.) to actively promote and educate employees with regard to benefit plan provisions.
- Interpret benefit plan provisions and provide assistance to employees and retirees with regard to benefit claims issues.
- Manage employee medical records files and the CCIU HR system with regard to benefit plan participation.
- Coordinate CCIU Health and Wellness Programs.
- Perform system maintenance, including assisting in the review, testing and implementation of HRMS system upgrades or patches. Collaborate with functional and technical staff to coordinate application of upgrades or fixes. Maintain HRIS system tables and document processes and results.
- Generate reports/queries, including writing, maintaining, and supporting a variety of reports or queries utilizing appropriate reporting tools. Assist in development of standard reports for ongoing customer needs. Help maintain data integrity in systems by running queries and analyzing data.
- Manage and maintain employee paid ime off accruals, including 12 month and 10 month resets and dumps on an annual basis.
- Support the worker's compensation LOA process including third party administration, claims management, employee releases, and supervisor education.

QUALIFICATIONS:
- Education and Experience
- Bachelors degree in Human Resources or related field required.
- 3-5 years experience as a Benefits/HRIS analyst and/or equivalent experience preferred.
- Knowledge of employee benefits and legislation related to benefits preferred.
- Systems implementation experience or knowledge of HRIS systems preferred.

SALARY RANGE 2025-2026:
Project staff, Band 14, Exempt
$66,649 - $83,311 annually, based upon experience
SCHEDULE:
Monday -- Friday, 8 AM - 4 PM, 7.5 hours/day, 260 days/year
