Workday has an exciting opportunity based in its Washington, DC Corporate Affairs office for a highly motivated, creative, talented, and experienced professional to manage and lead the company’s federal workforce policy advocacy, including direct engagement with regulators and policymakers.

Responsibilities:
Driving policy advocacy and thought-leadership campaigns focused on workforce development and building Workday’s profile by personally engaging regulators and policymakers and their staff through direct advocacy, events, regulatory filings, and position papers.
Leading development and execution of strategies for direct engagement with U.S. policymakers in both Congress and the Executive Branch, including identifying key targets, building coalitions and partnerships with industry peers and third parties where necessary, coordinating meetings, and building durable, longstanding relationships as a trusted advisor.
Supporting on-going efforts to build Workday’s U.S. public sector business through thoughtful engagement on workforce issues.
Identifying, articulating, and leveraging the nexuses between workforce policy and Workday's other advocacy priorities, including artificial intelligence and our federal and state public sector businesses. This requires creativity, adaptiveness, openness to developing expertise in adjacent policy areas, and the ability to collaborate effectively within and across organizational boundaries and with third parties.
Partnering with peers and internal stakeholders to develop and drive U.S. policy strategy focused on workforce development, including developing strategic policy positioning, identifying and influencing relevant initiatives, providing feedback on proposed legislative initiatives, composing and submitting responses to proposed regulations and rulemakings, and reinforcing Workday’s reputation as a constructive participant in policymaking processes with governmental and non-governmental stakeholders.
Identifying and analyzing legislative and regulatory policy proposals focused on workforce development that could impact Workday’s business, including determining when and how we engage and allocating necessary resources to advance our business objectives.
Actively participating in trade associations, including shaping their positioning, influencing key initiatives, and leveraging their assistance to drive campaigns focused on workforce development.
Disseminating information to ensure colleagues and internal stakeholders are aware of and up to date on the latest policy and regulatory developments that impact our business focused on workforce development.
Assisting in managing consultants, including ensuring access to timely information, engagement amplification, and the strategic application of resources for our advocacy efforts.
Interacting with the business and driving regulatory changes to open new markets, including providing examples of how proposed regulations would impact the business as well as information and data to policymakers.
About You
Basic Qualifications
8+ years of experience working in any combination of the following: a congressional office, on congressional committee staff, in the executive branch, or in a policy function at a trade association managing workforce issues.
5+ years of experience in policy development and engaging and influencing legislators and policymakers, with a particular focus on workforce policy.
Other Qualifications
Experience and record of impact in policy development and engaging and influencing regulators, legislators, and administration officials
A track record of working with the House Education and Workforce Committee and the Senate Health, Education, Labor, and Pensions (HELP) Committee, key staff from the Executive Office of the President, Department of Labor (DOL), the Equal Employment Opportunity Commission (EEOC), and others, on workforce development policy issues
Strong oral and written communication skills, from short LinkedIn posts to one-page policy summaries to regulatory filings and in-depth policy analyses. Qualified candidates will be able to articulate complex technical and policy concepts, particularly those related to workforce policy, in clear, compelling, non-technical language
Strong understanding of statutory and regulatory policy issues related to workforce development.
Familiarity with the Workforce Innovation and Opportunity Act (WIOA) and key Congressional efforts on federal workforce program modernization
Familiarity with labor market data processes and initiatives to modernize federal labor market data systems
Familiarity with skills-based hiring efforts in the public sector (federal and state/local government)
Ability to self-motivate, prioritize, collaborate, and complete sensitive projects in a demanding, entrepreneurial environment in a timely manner
Experience balancing policy analysis with business goals to develop win-win solutions
Familiarity and comfort with technology, with a focus on cloud computing, SaaS, and enterprise software
Detail-orientation and ability to balance competing priorities and manage multiple projects simultaneously under deadline pressure
Excellent judgment, positive outlook, constructive approach, and sense of humor

The annualized base salary ranges for the primary location and any additional locations are listed below. Workday pay ranges vary based on work location. As a part of the total compensation package, this role may be eligible for the Workday Bonus Plan or a role-specific commission/bonus, as well as annual refresh stock grants. Primary Location Base Pay Range: $138,300 USD - $207,400 USD
