Program Description:
The Human Resources team within the Talent Development and Support department manages the Recruitment, Hiring, Compensation & Benefits, Training/Development, Labor Relations and other service needs for the 500+ personnel who comprise its workforce. The department's staff and managers focus on data-driven strategies to advance its goals of excellent customer service and of supporting broader organizational goals of workforce and service excellence.
Principal Objective/Role Overview:
Graham Windham seeks an analytic, detailed and data-oriented Credentialing/HRIS Specialist to advance the agency's and HR department’s strategic goals. The Credentialing Specialist will ensure that our agency personnel, interns and volunteers follow relevant regulations. The individual will be responsible for ensuring quality assurance as it relates to the agency’s credentialing practices. The successful candidate will support the development of a superior workforce and help to create an employee-oriented company culture that emphasizes quality, customer service, continuous improvement, and high performance. The successful incumbent will be responsible for the credentialing process of all candidates including prospective hires, interns and volunteers, ensuring adherence to local, state and federal requirements as well as contractual regulations.
The incumbent will ensure data integrity by accurately creating new hire profiles in our employee tracking systems, including Paycom which serves as the data source for our Positon Control, Performance Evaluation & Development System (PEDS) and other reporting database. The credentialing specialist must be proficient with a range of software applications including word processors and spreadsheet tools, as a large portion of the job function will entail entries in varied database platforms.
We are seeking a candidate with excellent ownership and follow-through skills. In this newly created role candidates must demonstrate organizational and analytical skills, as well as the ability to be flexible and multitask between tasks, special projects and unplanned priorities.
The candidate will also assist in the hiring/onboarding of new personnel and producing relevant reports on staffing trends.
Job Responsibilities:
Credentialing:

Collaborate with the Talent and Onboarding team in an effort to enhance and expedite the hiring process and practices by conducting background clearances for prospective candidates’ agency wide in consideration for salaried, hourly, internship and volunteer roles.

Conduct background checks to include but not limited to, State Central Registry Database Check, Consumer Reporting FBI check, Sex Offender Registry, Staff Exclusion List, I9 Verification and Education Verification etc.

Ensure the accuracy of all database check to maintain data integrity. Emphasis will be on the accuracy and timeliness of credentialing each candidate to meet hiring needs and standard regulatory practices

Ensure adherence to local, state and federal requirements as well as contractual regulations as outlined by entities such as OCFS and ACS.

Provide direction on the credentialing procedure and respond to inquiries from candidates regarding their pre-hire documents. Follow up with candidates who have not complied with requests for information to make sure they satisfy the prerequisites for their employment as it relates to the credentialing process.

Work closely with HR Team members to make sure that credentialing efforts are in line with business objectives. Provide credentialing policies and procedures recommendations to ensure adherence to legal requirements and industry best practices. Participate in departmental efforts to enhance quality and discover any inconsistencies with our practices

Closely examine and verify candidates’ pre-hire credentialing documents i.e. degree, transcript, licensure to ensure they are in compliance with our requirements.

Ensure that the agency abides by federal and state laws governing the certification and licensure of our clinical staff have up-to-date credentials and licenses so they can legally practice in their field or specialization. Regularly monitor when licenses need to be renewed and collaborate with the Mental Health Clinic team to advice of expired license.

The successful candidate will maintain contact with varied regulatory bodies including OCFS and ACS enduring that we are in compliance with any new practices or amendments to policies/procedures.

Responsible for updates to Agency Processing Log as well as OCFS online database to track results of varied clearances i.e. fingerprint, state central registry, drug test, SEL etc.

Serves as point of contact between the HR Recruiter and candidates throughout the course of the credentialing process.

Partner with the talent team in conducting reference checks, initiating via our reference check tool, SkillSurvey.
Human Resources Information System (HRIS):
-
Responsible for managing sensitive data and ensuring confidentiality at all times.

Ensure data integrity by accurately creating new hire profile and personnel adjustments in our employee tracking system, Paycom which serves as the data source for timekeeping, performance evaluation & development system, PEDS, Position Control and other reporting tools.

Audit personnel change entries in an effort to ensure that we achieve and maintain full compliance with local, state and federal HR and contractual regulations.

Maintenance of other tracking systems and databases that house personnel-related information

Record-keeping and logistics related to employee orientation

Partner with the Talent team to request new hires’ Network ID and aid in facilitating other onboarding functions i.e. update Orientation Cohort List.

Assist new hires with the onboarding procedure including employee self-service access to our workforce tool, Paycom
Other Duties:

Participate in agency-facilitated meetings and in other meetings and seminars as necessary to gather information and/or to represent the department.

Provide other program, departmental, or agency supports as needed including coverage for Talent and other HR team members.

Qualifications
Position Qualifications:
-
Bachelor’s degree in human resources management, HRIS, or in a related field.
-
Proficient with computer systems, networks and software applications, such as Microsoft Office (Excel, Word).

A minimum of two (2) years of credentialing experience within human resources, social service, the medical or related field
-
Knowledge of credentialing requirements and best practices in the social services industry a plus.

Working knowledge of Paycom or related Workforce HRIS platform is a plus.
