The Greater Cleveland Regional Transit Authority (RTA) provides transportation services for 150,000-200,000 customers on a typical weekday, or about 45 million rides annually, through a variety of services. Position Summary
Reporting to the Senior Director of Employee and Labor Relations and Compliance, the Human Resources Information System (HRIS) Manager is a critical point of contact for GCRTA's Human Resources Division, management, internal stakeholders, and employee population. Responsible for servicing HRIS-related needs throughout GCRTA including, but not limited to, employee life-cycle transactions, system configuration, integrations, security and access, audits, report writing, and other data information requests. Manages and maintains the HRIS systems, including Oracle and Kronos Time & Attendance (T&A), recommends service improvements, and develops departmental procedures and training. Leads and develops the HRIS team of specialists and coordinators while partnering with stakeholders to facilitate efficient operations that meet current and future business needs, ensures data integrity and system functionality, coordinates and implements ongoing system enhancements, supports system integrations, and monitors the system when changes and upgrades occur.
Scope
Manages the HRIS team and develops strategy by creating workplans and managing the workload, including establishing priorities, to balance new initiatives, system implementations, annual and periodic tasks, daily transactional work, and ad hoc data requests. Meets organizational and compliance requirements that may be dictated by contractual negotiations, evolving business needs, technology upgrades, or legislation.
Develops partnerships with internal stakeholders and vendors by serving as a liaison with other HR departments such as Benefits, Talent Acquisition, Labor and Employee Relations, Compensation, and Training as well as Payroll, MIS, Budget, and Operations. Develops relationships, coordinates work activities, and manages projects to enhance existing processes and workflows and effectively implements new initiatives. Partners with software vendors such as Oracle and UKG to resolve issues and expand knowledge of application functionality.
Re-engineers processes by leading, initiating, coordinating and participating in continuous efforts to improve productivity, processes, and workflows as they are identified by deficiencies, audits, and issues. Leads and develops HRIS team in continuous improvement efforts utilizing cross-functional training, procedures, and end-user training.
Manages HRIS projects through stages of requirements, design, development, testing, and implementation.
Includes research, removing barriers, and issue resolution. Develops HRIS team members to manage their
projects and priorities.
Manages HRIS system and data maintenance through audits, report requests, data requests, and data loads.
