Job Definition
The HR Associate performs day to day Human Resources functions by providing a broad range of customer service support to District staff, ensuring alignment with District values, strategic priorities and objectives. Serves as contact for employees and responds to inquiries regarding HR programs and directives. Areas of responsibility include program development, implementation and maintenance for one or more of the following functional areas: Benefits, Compensation, Talent Acquisition, HR Information Systems, Leave Administration (including Workers Compensation), Labor Relations, Employee Relations, Diversity, Equity & Inclusion and other related HR functions.
This position is part of the Human Resources Information Systems (HRIS) team supporting Team PUD. This opportunity will support the operation of multiple Human Resources Information Systems (HRIS) with specific focus on supporting processing and auditing of employee changes, working with payroll to coordinate data for bi-monthly payroll, generating reports, assisting with data requests, and helping support other HRIS Business Analysts and HR team members. Candidates should have good organizational skills, ability to manage conflicting priorities, curiosity to problem solve, and a continual improvement focus to find efficiencies in HR business processes. HR and/or HRIS/payroll experience is preferred.
The Snohomish County PUD Human Resources Department is currently working hybrid, with some days in the office and others designated as work from home. Work location flexibility will be expected from the person filling this role.

Specialized Job Functions
Benefits:
Assists in the coordination and communication of the District's Flexible Benefits, Deferred Compensation, Leave Programs and the Public Employee’s Retirement System (PERS).
Monitors and maintains complete and accurate benefit database information for the District's Flexible Benefits and Deferred Compensation Programs.
Reconciles reports from personal computer/mainframe/carrier billings and prepares letters directing appropriate payment from Trust to insurance carriers.
Assists in coordination of annual open enrollment of the Flexible Benefits Program and bi-annual Health Fair.
Attends meetings of the District Benefit’s Advisory Team and serves as backup for coordinating and facilitating meetings.
Assists in the coordination, research, implementation, and administration of the District's health and wellness programs.
Conducts new employee orientations and termination/retirement exit interviews to communicate benefit information.
Assists employees and insurance companies in resolving routine claims processing problems; process life insurance claims; research and respond to questions on the interpretation of insurance contracts, seek guidance as necessary.
Assists in the daily administration of the District’s 401(k) Savings Plan and 457 Deferred Compensation Plan including forms processing, payroll coordination, etc.
Assists in the administration of the District’s PACE Program.
Compensation:
Writes and prepares job descriptions.
Coordinates the update of the District's Organizational Manual, including District organizational charts.
Maintains occupation code rate files and database on ERIS and payroll to permit accurate/flexible record retrieval.
Assists in revision and coordination of annual non-union performance evaluation processes.
Coordinate and maintains salary survey database; prepare salary survey responses.
Human Resources Information Systems:
Tracks, distributes, and monitors salary change authorizations; status changes; union progressions; general increases; and performance evaluations. Coordinates with Payroll as necessary.
Assists in the entry of payroll data.
Assists in the administration of the release of employee information, including verifications of employment.
Prepares and distributes turnover records, key indicator data, annual sick leave report, FTE, headcount, and related reports.
Coordinate employee terminations with appropriate individuals; conducts new employee orientations communicating District policies and procedures.
Assists in administering the District's Savings Bond and Charitable Giving Programs.
Assists in the coordination of promotional efforts for Commute Trip Reduction (CTR) and the maintenance of High Occupancy Vehicle (HOV) information; monitor HOV parking.
Labor Relations:
Provides support in the administration of the Collective Bargaining Agreement by researching past practice and case law as necessary.
Maintains Labor Relations records and files, including maintenance and distribution of the Collective Bargaining Agreement.
Assists in grievance investigations.

Performance Management/Employee Relations:
Provides support in the administration of Performance Management/Employee Relations by researching past practice and case law as necessary.
Maintains Employee Relations records and files. Audits disciplinary notices and coordinates with managers for removal of disciplines from employee files as appropriate.
Assists in Employee Relations investigations and interviews.
Staffing/Workforce Diversity:
Assists in the hiring process including position/bid postings, offer letters, reference checks, scheduling interviews and generating employee change notices.
Assists in the preparation and reporting of various Federal and State required forms for the District’s Workforce Diversity statistics.
Maintains staffing database.
Assist in administering part-time/casual/temporary programs such as the District's Clerical, Custodial and Student Worker Program.
Coordinates interview arrangements and relocations for new hires, including subsequent billing and reconciliation of records.
Assists in testing applicants.
Serve as liaison to coordinate external job openings with the WA State Employment Security Office.
Assists in coordination and attendance of Career Fairs and other outreach efforts.
Assists in administering the District's Telecommuting Program.
Training/Organizational Development:
Assists in research, administration, and coordination of Training and Organizational Development activities and efforts. Coordinates with consultants and vendors on assigned programs and projects.
Maintains employee training records and database.
Updates and distributes Training and Development Guide content and course descriptions.
Assists in arrangement of District training classes and organizational development activities. Confirm and coordinates support needs (materials, audio-visual equipment, misc. supplies, etc.), and provides assistance as needed.
Assistss in coordinating the delivery of an approved District-wide New Employee Orientation Program (NEOP).
Assists in the District’s Employee of the Month Program and other reward and recognition programs for employees and teams.
Workers’ Compensation:
Assists in processing of workers' compensation claims; maintains records including correspondence, statistical data, pay-outs, employee accident files and claims history.
Assists in the coordination of disability payments with General Accounting and Budget Office.
OTHER JOB FUNCTIONS:

Qualifications Experience/Education
Bachelors Degree in Business Administration, Human Resource Management, Public Administration, or a related field;
OR
Associate's Degree Business Administration, Human Resource Management, Public Administration, or a related field, AND
Two (2) years of related Human Resources experience;
OR
Four (4) years of related Human Resources experience.
