Summary The position supervises the network Human Resources Information Systems (HRIS) responsible for planning, developing, and implementing of goals and objectives of the HRIS divison. NOTE: This is a temporary promotion opportunity NTE 1 year. Responsibilities As the Supervisory HR Specialist (HRIS), you will manage the daily operations of the Human Resources Information Systems Unit with the responsibility for integrating and coordinating all areas of the human resources management information systems; and making recommendations and providing advice to executive leadership and management at the facility levels for improvements and changes. The duties include, but are not limited to: Researching, analyzing, determining multiple cause and effect relationships, and making recommendation on complex interrelated systems issues, processing and records studies and projects, and a wide variety of applications and information platforms to facilitate HR and administration processes. Conducting in-depth analysis complicated by conflicting or insufficient data, user complaints, or other relevant factors, and substantial problem analysis to identify adverse trends, ineffective practices or procedures, and system shortcomings. Supervising and managing employees engaged in analyzing and troubleshooting personnel action rejects, determining where errors exist and taking appropriate corrective action to ensure accuracy. Planning, organizing, directing, coordinating, reviewing, and evaluating the work of subordinate HR staff. Consulting with internal and external stakeholders in program development, testing, and implementation of new or major modification of databases and coordinates specifications for upgrades and enhancements to automated HR systems. Developing and implementing new and revised HR, administrative, and operational policies, procedures, and practices. Developing, designing, and implementing corrective actions to refine or improve HR and administrative/operational tools, procedures, and technology to VISN and HR management. Providing informal and formal user training on HRIS Systems network-wide. Resolving technical problems and providing technical assistance and advisory services to the HR staff regarding automated HR management, processing, and records systems. Performing extensive troubleshooting of existing databases and modifies procedures to correct systems problems that affect the confidentiality, integrity, and availability of data. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above. To qualify for this position at the GS-13 level, you must meet one of the following listed Criteria: Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-11 grade level. Such experience may be gained in HR management concepts, principles and practices related to identifying and analyzing HR processes, translating functional requirements into technical requirements and delivering and maintaining HR information systems administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes but is not limited to: Develops Human Resources (HR) policies and procedures to ensure efficient administration of HR functions. Analyzes Human Resources (HR) and policy-related information and making recommendations to management. Researches, analyzes and interprets regulations, laws and other issuances to respond to technical questions and propose solutions to problems in HR program compliance. Applies comprehensive and thorough knowledge of laws, regulations, Executive Orders, court decisions, and issues. Applies analytical and evaluate methods and techniques to a variety of complex HR issues. ~OR~ Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-12 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Applying quantitative and qualitative methods and program evaluation and program management techniques to measure, analyze, workforce management activities. Conducting studies and surveys covering programs and operations. Providing authoritative guidance and expert assistance to senior level and other managers on interpretation and formulation of technical, functional and program management strategies to workforce management. Interpreting data and presenting findings, issues, and recommendations to management. Preparing reports or related work documents on manpower studies, proposals, and findings. Applying knowledge of VA and/or Federal Government Budget resource allocation processes and procedures; and all phases of the management engineering requirements and determination process. Using and leading the use of database management systems and software to control the organization, storage, retrieval, security, and integrity of data. Supervising or serving as a lead or project lead for Human Resources Information Systems, databases, etc. Education Qualifying education for the GS-0201 series includes courses and programs in HR, HR development, HR management, business, business management/administration, industrial relations, labor relations, industrial psychology, organizational psychology, organizational development, management, organizational behavior, pre-law/law, legal studies, health care management/administration, public administration, public policy, human services, leadership and/or humanities.
